GENERAL UPDATE ON CYCLING / WALKING SCHEMES

There is little construction work ongoing at present.  Work is expected to pick up again January – August next year. There are currently schemes being designed / prepared for consultation – these include:
Lancaster City Centre
Lancaster Canal Towpath (Hammerton Hall – City Centre / Water Witch)
 Widening of path at Morecambe High School

Work has now started on the improvements to the Aldcliffe - Glasson Dock path and will continue until Christmas.

Lancaster was shortlisted for the Cycling Demonstration Town project and was visited by Cycling England on September 23rd.  We expect to be notified of their decision next week.  Due to the urgency of spend (~£500,000 before the end of the financial year) it is likely that a higher proportion will be spent on capital projects – such as those that have already received planning permission / are ready to go ahead such as Ryelands Park Phase III, an improved canal towpath project and links to the RLI/University.

(NB: Lancaster has been successful in its bid to become a demonstration town with the project to commence Nov 1st.  Further information available shortly)

The new Walking & Cycling map is now available.  Copies are available from Town Halls, Libraries, TICs etc.

The City Council in conjunction with Pedal Power (and with funding from Lancashire County Council) is running a series of free training sessions for women.  Sessions are offered in maintenance and cycling for beginners, refresher and intermediate.

County is still working on designs for the extension of Lune Millennium Path and undertaking further consultation with landowners.                                                                    AS to update at next meeting.

1 ENGINEERING PROJECTS TEAM  
  
Gordon Maclay gave a presentation on the role of his Projects Team.  Any questions should be directed to Gordon on 582619 or gmaclay@lancaster.gov.uk.

2 CYCLING IN LANCASTER CITY CENTRE

Detailed designs are being drawn up with regards 2 cycling schemes in the city centre – funded via the Lancaster & Morecambe EDZ.  It is hoped that these will be ready for consultation by December.  A contraflow along High Street is also being proposed.

Allowing 2-way cycling on the currently pedestrianised section of Church Street is currently being investigated as part of the review of the city centre TRO.

The question was raised about allowing cycling across the whole of the pedestrianised area as some cities/towns across the UK allow this or are trialling it.  GM noted that there are concerns over cyclists gaining speed in non flat areas and irresponsible cyclists.
GM to pass comments to Officer responsible for Review.

A further question was raised as to the amount of 20mph zones within the district and whether there is a rolling programme to implement these.
GM to speak to relevant Officer.

3 LANCASHIRE WALKING STRATEGY

Janet Wilson gave a presentation on the draft Lancashire Walking Strategy which seeks to promote the needs of pedestrians and people with mobility impairments.

Questions were raised about the role of planning officers and the need to ensure that they always consider the adopted transport hierarchy.

4 CYCLING FOR PEOPLE WITH LEARNING DIFFICULTIES

Jeff Bartley gave a presentation on his work in the District re cycling for people with learning difficulties and the benefits that this brings.

5 NEXT MEETING

The item re role and function of the group was moved to the next meeting.
The next meeting will take place at 5pm on Tuesday February 7th - venue to be arranged.
